In a significant development, Pavel Durov, the 39-year-old founder of the encrypted messaging app Telegram, has been placed under formal investigation by French authorities. This action stems from an ongoing probe into how the platform might be facilitating organized crime, as announced by Paris prosecutors.

Durov, who holds dual Russian and French nationality, has not been detained but is under judicial supervision. This includes stringent conditions such as a mandatory €5 million deposit, regular check-ins at a French police station twice weekly, and a prohibition on leaving French territory. These measures were put in place following his arrival at Le Bourget airport north of Paris last Saturday, where he was initially detained.

The investigation targets several serious allegations against Durov, including complicity in enabling illicit transactions by organized gangs through Telegram, refusal to cooperate with authorities, and involvement in the distribution of sexual images of children.

This case has sparked a global conversation on the balance between digital privacy, freedom of speech, and the legal responsibilities of tech entrepreneurs. Critics argue that while Telegram prides itself on privacy and freedom from censorship, it must also address its platform’s misuse for criminal activities.

The French government’s approach to Durov’s case is being closely watched, not only for its implications on the future of encrypted messaging apps but also for how it might influence international norms regarding digital platforms and crime.

On Monday evening, Paris prosecutors announced that Mr. Durov was detained as part of an investigation into cyber-criminality. Telegram responded by stating that Mr. Durov had “nothing to hide.”

Russia expressed concerns over the situation, suggesting that without substantial evidence, the charges might be perceived as political intimidation against a significant tech entity. Kremlin spokesman Dmitry Peskov indicated readiness to assist Mr. Durov, noting the complication of his dual citizenship with France. Russian legislator Leonid Slutsky described the accusations as “outrageous,” portraying Mr. Durov as a victim of Western democratic overreach.

Telegram, established in 2013, has become a cornerstone in communication across Russia, Ukraine, and other post-Soviet states, as well as in Iran, making it a pivotal platform in regions where freedom of information is contentious.

The arrest has sparked discussions on user trust, with Russian war correspondent Sasha Kots questioning whether users could still rely on Telegram’s privacy assurances, especially concerning the potential compromise of its encryption keys by Western authorities.

Moreover, the BBC highlighted Telegram’s stance on not participating in international initiatives aimed at eradicating child exploitation content online, which adds another layer to the scrutiny faced by the platform and its founder.

Mr. Durov’s background, having previously founded VKontakte and left Russia over censorship issues, adds a layer of complexity to his current situation, underscored by his multiple citizenships, including St Kitts and Nevis, and the United Arab Emirates.
