In a significant development, Pavel Durov, the 39-year-old founder of the encrypted messaging app Telegram, has been placed under formal investigation by French authorities. Durov, who holds dual Russian and French nationality, has not been detained but is under judicial supervision. This includes stringent conditions such as a mandatory €5 million deposit, regular check-ins at a French police station twice weekly, and a prohibition on leaving French territory. These measures were put in place following his arrival at Le Bourget airport north of Paris last Saturday, where he was initially detained.

Kremlin spokesman Dmitry Peskov indicated readiness to assist Mr. Durov, noting the complication of his dual citizenship with France.
